I have been employed as a temporary staff from August 2012 to 31 March 2015 and I was paying tax? Should I not be refunded for the tax paid?

Did you earn more than N$50,000 per annum for those years?
If yes, then you were still required to pay tax. Paying tax is determined by how much income you earn, irrespective what job you do. So even if you were temporarily employed and you earned above the threshold, then you should have paid tax and submitted and annual tax return.
