I have home loan but I am not living in the house but my children are living there, why I am not entitled to receive the 1/3 housing allowance tax benefit?

Inland Revenue states that the home on which you receive the tax benefit should be the primary residence of the taxpayer - therefore if you are not living there, no benefit.
