If I was temporarily employed, and tax was deducted from my wages, shouldn't I be refunded?

Did you earn more than N$50,000 per annum for those years?
If yes, then you were still required to pay tax. Paying tax is determined by how much income you earn, irrespective what job you do. So even if you were temporarily employed and you earned above the threshold, then you should have paid tax and submitted and annual tax return.
