Why should I submit a tax return every year?

What is the whole meaning of this tax forms? Why should I submit a new form every year if no information changes?
Will I get my money back that I was taxed when I was on contract?

You are required by law to declare your annual income received and tax paid or to be paid to Ilnad Revenue. If you do not declare your annual income, Inland Revenue will not be made aware of your true income and may assess you based on assumptions.
