Is self-filing a new requirement?

I have never filed self assessment returns before. Is this a new Requirement?

There have always been a requirement for every taxable individual to file self assessment returns. Compliance have been very low due to poor administration in the past. The tax authorities are however keen on raising internal generated revenue and increased focus has been placed on self assessment returns. The law also gives the tax authorities to go as far back as 6 years during an audit to recover any outstanding tax from a taxable individual.
